Kerr proposes a need to better tackle low level crime such as noise pollution or vandalism, highlighting there 41 incidents per day in Aberdeen, and over 1,000 in Scotland whole, and the rate is increasing.
He proposes an increase to the Fixed Penalty Notice that the police can dispense for these level of crimes, highlighting that the number issued has decreased by 75%, from 55,000 in 2013/14 to 11,000 last year, while the rate of the crimes are increasing. Other countries have two tier systems with higher penalties for the more serious of the offences and he moves to adopt such an approach.
